The HAL T5 TTS capacity enhancements project involves the upgrade of the signalling and telecoms systems of the T5 Track Transit system and the capacity increase of the fleet with 20 new trains. Synergy Rail were contracted in 2018 by Heathrow Airport to undertake the role of the Independent Safety Assessor to provide an independent professional opinion on whether the project has been developed in accordance with relevant standards to warrant the claimed safety integrity level and that all risks have been reduced to a level that is tolerable and As Low As Reasonably Practicable (ALARP).

Activities & Deliverables

  • Provide Independent Safety Assessment that the proposed system is fit for its intended project purpose and that all the safety risks are reduced to ALARP
  • Assess whether EN50126, 50128, 50129 standards are adopted and followed by the supplier and the client engineering team and identify any non-compliances to standards
  • Confirm that all hazards have been identified, safety requirements have been developed to mitigate the safety risk associated with the hazards and that the design satisfies these requirements
  • Give a professional recommendation on the suitability and acceptability of the Project’s Safety Plan, Hazard Records and other safety documentation
  • Review and assess Alstom and Employer Safety Reports and Safety Cases, to confirm that system safety has been robustly justified and any relevant safety related application constraints have been satisfied in their application
  • Audited Alstom and HAL Safety Management and V&V processes
  • Witnessed Alstom factory and site testing
  • Review of PDR, FDR, FAT, SAT documents
  • Production of ISA safety reports for each Safety Milestone stage of the project.
