A Chartered Railway Engineer with 32 years experience on Main Line, Metro and High-Speed Railways. Solid industry background from the British Rail Engineering Graduate Management Training Scheme and senior positions in Operations and Asset Management as well as Infrastructure Upgrade Programmes and new Rolling Stock introduction.
Restructured the engineering function and its processes for the West Coast Route Modernisation Programme. Conceptualised and directed the Integrated Programme Engineering Team to successfully deliver £2.2B scope of work. At London Underground undertook a change programme of the Track and Signalling Maintenance Delivery function for Metronet and managed to satisfactorily close several Regulatory Notices following a 12-month improvement programme which led to a significant improvement in performance.
Created and Directed the System Assurance and Product Acceptance function for Signalling and Control on London Underground. Established processes and standards for the acceptance of new technology into service in accordance with European Standards and relevant legislative requirements. He was the Safety Authority for the introduction of the Invensys Rail DTG-R Signalling System onto LU’s Victoria Line and the accredited Engineer for the specification and acceptance of the Sub-Surface Railway CBTC Signalling System.
His early work on the Safety Case for the Class 373 (Eurostar) compatibility with the UK mainline railway formed a significant input to the UK Railway Engineering Safety Management process (Yellow Book). He is an expert in System Safety Engineering for signalling systems & rolling stock compatibility and a considered an authority on Railway EMC.
Senior Engineer
Dr Antonis Phasouliotis
A Chartered Engineer with over 14 years of experience in Telecoms and Railway Engineering and Project Management including the development, deployment and testing of new and novel signalling and telecoms systems.
Antonis has led a number of projects including the delivery of a capacity enhancement project at Heathrow Airport and provided engineering support for the 4LM CBTC Signalling project for London Underground. He has also used modelling tools to simulate the performance of trains for the UK ERTMS program. In the last two years Antonis is working as the Product Acceptance Lead and Interoperability support engineer on the Western ETCS 0-12MP Stage B and Stage C projects.


Senior Engineering Surveyor
Panos Rogakos
A member of the Institute of Engineering and Technology, Panos is a highly skilled Senior Project Engineer with a background in Engineering Surveying and infrastructure data management, showcasing robust practical and technical capabilities.
With extensive expertise in Land and Engineering Surveys, Setting Out, GIS and BIM. Panos has successfully led the delivery of the Western ETCS 0-12M infrastructure data. He has provided crucial engineering support and played a key role in developing a data configuration management system and process for the European Train Control System, adhering strictly to company policies, guidelines, processes, and standards
